First off, the reason Texas is making the national headlines (and leading the way during these back-to-back, now seemingly annual, record-breaking midsummer heatwaves) is because the state is an example of what statisticians call “extreme sampling.” ”: The Texas power grid “is not connected to the power grids of other states and cannot draw power from them during emergencies. [As a result], during a winter storm in 2021, power demand exceeded supply and over 200 people died.” Whatever your working definition of operational resiliency, the Texas energy ecosystem is not.
